Matthew Nolan, 62, graduated 1980 from Tufts University with Bachelor’s degrees in Political
Science and Economics. He subsequently graduated from the George Washington University
Elliott School of International affairs 1984 with a Master’s Degree in international economics,
international finance and international organizations. He received his Juris Doctor Law degree
from the Georgetown University Law School in 1986.
Mr. Nolan began his career as an associate attorney with the law firm of Fulbright and Jaworski
in 1986, and was elected to the partnership in that firm in 1996. In 1998 he moved as a partner
to the firm of Miller and Chevalier where he was appointed Chair of the International
Department from 1999-2004. In 2006, he moved to his current firm of Arent Fox where he was
appointed International Trade Group Practice leader from 2008-2015. He is currently a senior
partner at Arent Fox.
From 2001-2015, Mr Nolan served on the Board of Advisors to the Elliot School of
International Affairs at the George Washington University. From 2006-2012 he served on the
Board of the Canadian American Business Council. From 2001-2011 and from 2014- present he
has served on the Board of the St. Anselm’s Abbey School. He has served as Chairman of the
Board of World Partnerships 2013- present.
During his career, Mr Nolan has participated in and led numerous major engagements for
government and private sector clients. During 1991-1994, Mr Nolan advised the Government of
Canada in the North American Free Trade Agreement negotiations. From 2008-2012 he advised
the Government of Mexico in several trade disputes with the United States, and from 2011-2015
he advised the Korean government on issues related to the Korean –U.S. Free Trade agreement.
From 2013-2016 he represented the Government of Argentina filing a case in the World Trade
organization challenging a US ban on imports of Argentine beef which Argentina won. He has
advised major US corporations such as Exxon Mobil, Weyerhaeuser Company, voestalpine
group, and Life Technologies Company on investment disputes, anticorruption investigations
and trade disputes, and has represented foreign companies in dozens of trade disputes involving
products from Austria, Canada, India, Mexico, South Africa, Turkey, and other countries.
Mr. Nolan is a regular speaker at trade and investment conferences on a variety of topics,
including NAFTA, the World Trade Organization, US trade policy, and customs, economic
sanctions, and export controls topics.
